GOP Infighting In The Missouri Senate Will Shape Primary Battles Across The State

Bad blood bedeviled the Missouri Senate for much of the last two years. And now it’s about to spill out onto the campaign trail. GOP primaries around the state will be the battleground to determine who steers the fate of a chamber coming off its most dysfunctional legislative session in recent memory.  Will it be the conservative caucus, which is hoping to grow its ranks after spending most of 2022 throwing up procedural roadblocks and grinding the Senate to a halt? Or will it be senators aligned with GOP leadership, who bristled at the conservative caucus’ antagonistic tactics and blamed it for a floundering session. “Our hope is to return in January with a much larger conservative caucus,” said Jim Lembke, a former state senator and legislative staffer running 100 PAC, a political action committee aligned with the conservative caucus.

CC’s Path to Leadership 

In Jason Hancock’s article about Senate infighting Jim Lembke says that the 100 PAC is trying to back candidates that will vote for different Senate leadership.  “Our hope,” Lembke said, “is that the candidates we support in these races will be supportive of new leadership next year that is going to do big Republican reforms.” With the disclaimer that the Senate can be a mercurial creature and Republican Caucus votes in the past have seemingly taken unforeseen turns, it’s hard to see how the Conservative Caucus wins a leadership race. Even if they run the tables in the August primaries, they’re still a clear minority in the Senate Republican Caucus. 

Additionally, their tactics last session have hardened the resentment among many members of the so called Regular Republicans. I haven’t heard of any challenge to Sen. Caleb Rowden’s expected ascent to the Pro Tem position. The CC’s path to leadership change would focus on the Floor Leader race. And in that race, the Conservative Caucus would need to offer their bloc of votes in return for some promises – floor time for their priorities. Of the folks mentioned to run for Floor Leader, Sen. Tony Luetkemeyer probably has the best relationship with the Conservative Caucus and would be the most likely to receive their support. Another possibility would be if Sen. Andrew Koenig sought a leadership position. He’s a member of the CC, but acts as a bridge to the wider Republican Caucus and often eschews their divisive tactics.

Highest Rate of Missouri State Senators Facing Primary Challengers Since 2014

Six of the nine Missouri state senators running for re-election—all Republicans—face contested primaries. That equals 67% of incumbents seeking re-election, the highest rate since 2014. This is also the first cycle since 2014 with more than one Republican incumbent facing primary challengers. A primary is contested when there are more candidates running than available nominations, meaning at least one candidate must lose. Historically, however, Missouri incumbents tend to win contested primaries.

Since 2014, only one state senator—Sen. Jacob Hummel (D)—has lost to a primary challenger in Missouri. This means that during that time, 86% of incumbents in contested primaries ultimately advanced to the general election.
